BEBESEA Secretariat
The Secretariat is the hub and driving engine of our cross-regional network and its initiatives, overseeing advocacy and campaigning activities, cross-regional communications strategy, and other efforts in coordination with our partners and wider networks.
The Secretariat mobilizes our cross-regional civil society network, partner organizations and institutions to ensure the effectiveness, independence, and accessibility of joint advocacy and responds to urgent local, regional and international developments.
The Secretariat is currently hosted by HRWG Indonesia.
Meet the Team

Daniel Awigra
CO-FOUNDER / Executive Director, HRWG
Based in Indonesia, Daniel Awigra is a human rights activist and currently serves as the Executive Director of the Human Rights Working Group (HRWG), Indonesia’s leading NGO coalition for international human rights advocacy. Through his leadership, he oversees the work of the BEBESEA Secretariat while advancing regional and global advocacy on migrant workers’ rights, democracy, and human rights protection. He has extensive experience facilitating multi-stakeholder policy dialogues across ASEAN and beyond. Since 2025, he has been serving as a member of the Executive Committee of FORUM-ASIA, — a leading regional human rights network comprising more than 90 member organizations across Asia that works to protect human rights defenders and defend democracy. He also co-founded the Journalist Association for Diversity (SEJUK) in 2008 to promote human rights and inclusive journalism in Indonesia.

Mariko Hayashi
CO-FOUNDER
Based in Japan and the UK, Mariko leads BEBESEA’s policy and stakeholder engagement work and resource mobilisation. She has over 15 years of experience in the civil society sector, spanning grassroots organisations, international philanthropy, and grant‑making, with a focus on community organising and policy advocacy on human rights at the intersections of migration, displacement, labour, and gender. She has held senior leadership and board roles in several human rights NGOs, and consulted for local governments, service providers, and funders across Asia and Europe. From 2020 to 2026, Mariko served as the first Executive Director of the Southeast and East Asian Centre (SEEAC), a community‑led organisation supporting East and Southeast Asian migrants in the UK. A trained trauma-informed practitioner and certified mental health first aider.

Ariela N. Syifa
Network Officer / Program officer, HRWG
Ariela N. Syifa, also known as Ifa, is based in Jakarta, Indonesia. She graduated in International Relations with a thesis focusing on migrant workers’ rights during the COVID-19 pandemic, and continues to pursue her interests in international human rights mechanisms and cross-border advocacy. Since late 2021, she has been working with Human Rights Working Group (HRWG) has been involved with BEBESEA since 2022. Her work includes contributing to research projects, toolkits, and reports on issues such as migrant's’ rights, modern slavery, and statelessness. Currently serving as a Network Officer at BEBESEA, Ifa supports network engagement through newsletters, coordination of events and meetings, and multi-stakeholder communication. Alongside this role, she continues her human rights advocacy work in Indonesia as a Program Officer at Human Rights Working Group (HRWG).

Ena Avila
SOCIAL MEDIA AND COMMUNICATIONS OFFICER
Ena from General Santos City, Philippines. Although she has a background in accounting, she chose to pursue her passion for design, which led her to explore roles in design and communications throughout her career. She currently leads the social media efforts of BEBESEA, where she develops and implements communication strategies. In her role, she oversees content creation, manages multimedia outputs, and drives audience engagement across platforms.

Ardhi Rosyadi
PROGRAM MANAGER
Ardhi Rosyadi is a former journalist with more than 10 years of experience covering political and social issues. He also worked as an investigative journalist for five years, focusing on in-depth reporting and public interest issues. Currently, he works as a campaigner at HRWG.
BEBESEA Advisory Board
The Advisory Board supports the secretariat as its advisory body. The main purpose of the committee is to develop strategies on advocacy, organisational principles and policies, network development and fundraising and to provide management guidance and advice to the secretariat.
